Dr. Gilbert Siegel, Senior Consultant

Dr. Siegel is a native of Los Angeles, California. He attended the University of Southern California for his Bachelor and Masters Degrees in Public Administration and the University of Pittsburgh for his Ph.D. in Political Science. He had military service with the U.S. Army in Korea during the Korean War.
His professional career began in 1952 and with assignments in the County of Los Angeles, where he worked in the Chief Administrative Office and the County Flood Control District. In 1957 he joined the USC Faculty in Tehran, Iran in an institutional development program at the University of Tehran. This was followed by his doctoral work at the University of Pittsburgh, and then to Brazil, where he again joined USC in institutional development programs at a variety of universities. He retired from USC after 35 years of teaching, research and administration as the C. C. Crawford Distinguished Professor of Public Productivity Improvement, Emeritus. His teaching, research and consulting have been mainly in the fields of human resource management and performance improvement in public organizations. He authored or co-authored seven books and over 85 articles, chapters, research and consulting reports.
Since 1987, he worked as a consultant with RJA Management Services, Inc. on various executive search and selection projects for the public sector, assessment centers, and classification and compensation studies; customer satisfaction and employee satisfaction surveys; and organizational studies and assessments. Other significant consulting assignments have been: program evaluator, Los Angeles County Model Neighborhoods programs; consultant to Los Angeles County Citizen.s Economy and Efficiency Commission, Task Force on Municipal Services to Unincorporated Areas; consultant to U. S. Navy Demonstration Project, Performance Improvement; personnel management research, Civil Service Commission of Thailand; and consultant to AMIDEAST/West Bank and Gaza, developing a Compensation System for the Civil Service of the Palestine National Authority.
Dr. Siegel is a member of the International Personnel Management Association, the Southern California Personnel Management Association, the American Society For Public Administration, and the Classification and Compensation Society. He has been honored for achievement by the first three organizations and the Getulio Vargas Foundation of Rio de Janeiro, Brazil.
